Government Can't Even Find Ants In Its Pants

The headline from Yahoo News today was, "

AP sources: Ill. prison to get Gitmo detainees"

"WASHINGTON – Taking an important step on the thorny path to closing the U.S. detention facility at Guantanamo Bay, Cuba, the White House plans to announce Tuesday that the government will acquire an underutilized state prison in rural Illinois to be the new home for a limited number of terrorist suspects held at Guantanamo." (Bold/Italics added by me.)

Please pay close attention to the phrase 'UNDERUTILIZED STATE PRISON', and then put your thinking caps on.

Now ask the question, "How can there be an underutilized prison when its a known fact that American prisons are insanely overcrowded?" And, "Why wasn't this prison utilized to its full advantage?"

Or doesn't the government know this about our prisons?

I'm a bit confused. Whats the deal here?
